The Education Evaluation Center (EEC) is a learning disability diagnostic center serving children and adults with special needs throughout Oregon.

EEC services include:

· Learning Disability diagnoses and recommendations
· Comprehensive clinic reports
· Consultation with parents, schools, and agencies
· Training for disability service providers and agencies

The EEC utilizes a client-centered approach to provide a comprehensive evaluation of the disabilities that children and adults may have, as well as their individual strengths and weaknesses. The EEC uses a multidisciplinary team approach to evaluate the impact of a disability on an individual’s daily life in school, at work, in the community and in the family. The EEC staff is state and/or nationally certified to provide diagnostic testing and assessment to identify learning disabilities. Staff includes school psychologists, a clinical psychologist, handicapped learner specialists, vocational specialists, a speech pathologist and a multicultural specialist.

EEC Services to schools:

The EEC provides resource services to assist the Oregon Department of Education and local education agencies with the implementation of the Individuals with Disabilities Education Act (IDEA) to ensure that individuals with disabilities are assessed appropriately, and are provided with effective educational programs. The EEC identifies resources for reducing bias in the assessment of students from diverse cultures, assists education agencies in enhancing their capacity to conduct multicultural assessments, analyzes evaluation information, and has developed a procedural manual to assist special education teams in assessing culturally and linguistically diverse students. Staff also has developed innovative assessment procedures, tools, and a manual for the evaluation of students transitioning from school to work or postsecondary education. The EEC disseminates resources and provides training to schools, parents, and agencies throughout Oregon.

Rural School Services:

The EEC has an extensive history of providing assessment and consultation services to local education agencies and students with disabilities and in rural Oregon. EEC staff will travel to rural areas of the state to assist IEP teams in diagnosing children.

Independent School Evaluations:

The EEC provides non-biased independent educational evaluations in order to assist schools and parents resolve conflicts involving disability evaluation and services.


EEC Consultation and Training Services:

The EEC staff has extensive experience in providing consultation services as well as pre-service and inservice training to Oregon teachers and disability specialists on a wide variety of special education assessment and programming issues and procedures. Staff also provides consultation and training in disability related issues to a wide variety of public and private disability organizations, service providers, and support groups. Consultation and training topics include the following:

Services to State Agencies and Disability Service Providers:

The EEC provides assessment services, consultation and training to a variety of state agencies providing services to adults with disabilities, including the Department of Human Services and the Vocational Rehabilitation Division. The EEC also works closely with the Oregon Association on Higher Education and Disability members by providing training and consultation to disability service offices at public and private universities and colleges throughout Oregon.
